All manuscripts identified as requiring revision will undergo a subsequent review process. Authors are expected to prepare a clean Revised Manuscript and a separate Response to Reviewers document, clearly outlining how each reviewer's comment has been addressed.
Must incorporate all changes in .doc format, completely anonymized without tracked markings.
A separate point-by-point response document explaining every edit or rebuttal in .pdf format.

Two files must be submitted through the IGERS submission system (https://igers.org):
.doc format, with all changes incorporated (clean version without author identities)..pdf format, addressing each reviewer's comment point by point.Double-blind Anonymity: The Revised Manuscript must remain completely anonymous (no author names, email addresses, or institutional affiliations), as the review process follows double-blind protocols.
Direct Response Mapping: Respond directly to each reviewer's comment in the designated comment field of the IGERS system, and explicitly refer to the corresponding section or page of the revised manuscript.
Originality & Similarity Limit: The Revised Manuscript is subject to the exact same originality and similarity requirements as the initial submission (similarity index of no more than 20%).
Rigorous Proofreading: Carefully proofread your manuscript for spelling, grammar, typographical, and IEEE formatting errors prior to uploading.
Camera-Ready Preparation: Instructions for preparing the final camera-ready manuscript, which is submitted after your paper is formally accepted, can be found in the Final Camera-Ready Submission Instructions.
